Rota · Floor Leader, 24th Rota Legislative Delegation
For generations, the ocean surrounding our beautiful island of Luta has provided food for our families, sustained our communities, and preserved a way of life deeply rooted in our Chamorro traditions and culture.
As your Representative, I am preparing to introduce legislation that would prohibit commercial fishing within three (3) nautical miles of Rota's coastline while preserving subsistence fishing for personal, family, cultural, and community purposes.
This proposal is not about dividing our islands or preventing our people from enjoying the ocean. It is about responsible management, protecting our limited resources, and ensuring that subsistence fishing remains part of life on Luta.
Our ocean is more than a fishing ground. It is part of our identity, our livelihood, and our responsibility to future generations.
Before formally introducing this legislation, I want to hear directly from our fishermen, families, elders, community leaders, and residents of Luta.
I encourage you to share your thoughts, concerns, and recommendations about the proposed three-nautical-mile commercial fishing restriction, its potential impact on our community, and how we can ensure fair and effective enforcement.
